Charity website is looking for help

Hello world, I have been told recently that my employer will close business in my country and will outsource all operations to cheaper countries. When this will happen exactly is not sure yet, but it means I will need to find a new job when it happens or start my own business. I have some ideas for a charity webste and would need some help with desing and coding. There are functionality I would want to implement with the site, maybe not all at the same time, but come out with them in stages. In oversimplified way this is what the site would need. Public website with some static pages, and most of the content would be "for sale" listings, little bit like you can list your stuff for sale in eBay or even Facebook Marketplace. (title, descriptions, keywords, price, photo (or photos), etc. Signup pages. As usual - sign up with directly with email or use same login as in FB/Google/Apple/Xbox/... Database for user information (username/password/optional contact details/etc.) Content listing (partially visible without registering, some data available only for registered/logged in users). Different levels for registed users. Bare minimum would be: Registered/Subscribed/VIP/Moderator/Admin In future also an Android+Apple APP that would allow users to browse the site and listings on mobile device and also easily add "adverts" from phone - take pictures, add text and submit. SEO optimised site. Ability to automatically email to users based on the keywords they are interested in. Ability to send signup thank-you and password-lost reminder emails.
