Create a website

Hi Freelancers. I (an electrical engineer) go out to field and test equipment at numerous sites. So far I have used pen/paper. Sample of the test templates attached. I go to a particular site carry out the testing and note it on pen/paper, sometimes directly on word. I want to be able to use a website to record the results. The idea is to use an ipad/tablet to record the test results. I may host the website publicly (fatcow). Or i may actually host it on a virtual machine on LAN accessed through VPN. I am reasonably skilled with MS SQL and Python as an engineer, but dont have much clue on other web technologies. Features required: - Home page with user login page. Allow users to create login id/passwords. However i must be able to approve this. Alternatively I can modify a user database directly myself. - Once user logs in allow user to create/modify/delete a new project. -Inside a project they can add equipment with test equipment template. -Once added, they can record the test results. - Allow to send the results over email by creating a .pdf similar to the word document samples attached. Additional Notes: - Database must be in Microsoft SQL (Express Edition is fine). - Python to be used in back-end preferred. If for some reason Python is not suitable, we can talk about it - Each test template shall be a separate table in the database. - I will add more test templates and copy/paste/modify your code to make it work - Codes and SQL querries must be very well document You must teach me how to copy/modify the codes so that i can add more templates. I have over 30 test templates, however i need you to do only two of them The other 28 I'll do myself or I may ask you to do as a part of future separate project. I don't have much idea on how much it will cost, so please put in a fair price.
