WordPress websites front page setting up

I'm building 20 wordpress websites, (and there will be even more in future). I need to outsource the website front page UI setting up part to someone else because it's easy but may take some time. The job includes the following:
Generate Logo
Generate Fav Icon
Set Header background Image
Set Primary Menu
Flash Story part
Modify Content Widget
Add Contact Form 7 for subscription in the footer
Add Elastic Email Subscribe Form for subscription
Modify Sidebar Widget-Index
Modify Sidebar Widget-List,Article
Modify Footers
Create Contact Us page
Create Privacy Policy page
The candidate must be familiar with Wordpress installation and setting up. There is no need of programming or web page designing. I will not teach candidate to set up theme, candidate must have self learning ability.
I estimated that it will only take less than 1 hour to set up the front page, so I'm setting the budget as 4USD/site, totally 80USD. This is not difficult or technical job. It's suggested for candidate to learn setting up the following free theme first:
