Initial Design
I have designed the pages as you have requested. I don't know if this is exactly what you have had in mind. Any suggestions you have or changes you want me to implement, please point them out in the comments. I hope you like it and thank you for this opportunity (This is HTML + CSS not photoshop, I can easily implement any changes you need and fast)

The "extra menu" is so that users can register, login see forum rules and so on. I would prefer to have that as links or something else than buttons. But the most imporant part of the project is the header/footer in a way, so that I can play with bootstrap myself withouth having issues with global properties that destroy everything.

Now I think I understand what you mean. Yes, I would want the sub-header that says "Forum" (the linked nav to the left could be left blank).

The header and footer is very close to what I want, just needs a few details in place so that link:hoover appears the same way (just two shades of white and a blue discrete line under menu). And the copyrigth-text located in same place and color as original. And that's it.

See http://fluxbb.org/forums/index.php or specially http://punbb.informer.com/forums - it is list of foums on one page (two lines each forum) and posts on the other page (only one line of text using class=table stiped hover or something like that). The forum didn't have a very nice appear like it looks here, could maybe be more creative with banner? For instance, a verical line to the left of the row that is the same heigth as the two lines of text to indicated updated or new? Just need two different badges like that, doesn't even need the text.

The thing i don't know if I understand is this => you want a forum header that will go under the header that I have made here? please answer timely, i go sleep now and I will finish my entry when i wake up later
