Our business has the following server product:

We use the server primarily as an FTP server for our clients to leverage.
We need to develop a program or a piece of code that advises us by email once files are uploaded to certain folders on our FTP server, rather than us having to check manually.

It sounds like your requirements might be best met by making minor modifications to an existing FTP server. I've done some customization with with pureftpd and found it to be pretty easy to work with.
