Quick HTML/CSS3 from photo

Hi,
We need a quick HTML/CSS3 job.
The site should be with the following:
1. site should look the same on all resolutions (i.e. stretch)
2. Footer should always be on bottom of the screen
3. boxes should grow (be dynamic size) according to the resolution
Site should take most of the screen (like in the PSD)
Text is in hebrew but could be dummy text (lorem ipsum) in the same color
The only thing you should take from the photo (except from the idea) is the logo and place it in the right spot.
