Drupal experts needed for a Q&A project

Drupal experts only as this project will make use of views, rules, themes. The project is to implement a Q&A website. The website will use many features, and layout of Stackoverflow.com. I have looked into and tried a Drupal module: arrayshift. I believe most of the modules it mentioned can be used here, and its views are quite good. For this project, I am looking for a solution that will consist of contributed modules mostly, a custom module, and a few Drupal rules, views, and themes.
