Photo Cropping, Keystone Adjustment, Background Insertion + Animate

So... this is a super simple task, but I do not have time to handle it on my own. It is comprised of four steps to be performed on a few hundred photos. With this being said, I would estimate that less than 50 of the photos actually need changed (the others just need a human eye to ensure suitability).
1) All images need to be cropped/resized to 1024 x 1024. This can be automated, as long as the results are good (some photos have distinct objects in them - these must not be chopped off, for example).
2) Keystone Adjustment - I estimate that 15 or fewer images will need keystone adjustment to straighten them out.
3) Background Insertion - any photo which is not a true 1024x1024 will need to have the provided background placed behind it as a backdrop of sorts.
4) Animate - After suitability selection, other modifications, etc. I need each file folder to be animated. That is, of course, I need the images therein to be animated in GIF format. Each animation must be reasonable quality (given the constraints of the format) and needs to be no more than ~1MB.
Please bid steps 1, 2 and 3 separate from step 4.
I have attached three images:
1) sample shows how I need the finished images to look
2) background is just that
3) foreground needs to be placed over the blurred background
All images, including backgrounds, will be provided to you.
