Responsive Header Creation - Urgent need completed now

I need you to insert 2 buttons into the header of a website. I need those two buttons to go into a (new) top menu and also move a language selector and social media icons to the same top menu.
Expand the navigation menu so that the links look good on screen sizes 13" +
Make all changes mobile responsive. (Top Menu items should be visible above logo on mobile screens)
I need someone who can show me they are capable of doing this, and that they can start now. You need to be able to start now and work until the changes are complete.
