Python/Django project from scratch

We are looking for someone who will be able to help with Django and Python package upgrades, bug fixes in our custom code, testing changes (and adding new tests), and feature additions to web applications (including some light JS/CSS work). We have a number of documented issues on repos that will be used to guide bug/feature work, likely leveraging Github projects to coordinate.
The issues on each repo will have more details and the implementation can be planned there and discuss any changes on PRs to keep a record. All changes should have accompanying test coverage, which may mean writing baseline tests where there were none before. The spec of this may vary and will be discussed on a per repo basis.
During the process of upgrading, refactoring, and testing, we'd like to perform tangential clean-up and preparation for Python3. This will likely be best accomplished leveraging linters and Python3 compatible code guidance available online (e.g. from the Python project).
