DNS on Prem and AWS mix - solution?

Route53 extended solution; I have a VPC in Terraform that has DNS C-Names for each server, that is not my problem.
There are two bastion servers that are on prem that are either pointed to by the router x.x.x.x or their internal IPs [login to view URL] ejs-blue and [login to view URL] ejs-green? Trying to have a solution for deploy jobs and other procedures to have directions?
1) what is the DNS solutions that fit with on-prem or route53 so they work together with Jenkins/Terraform/Puppet or otherwise?
2) What is the best solution you could help me setup so that computers on my lan or on the web can reach my ROUTER and via Bastion servers reach my VPC?
Is $10 ok? (Please note I am out of work and have a small budget)
