IE Toolbar with HTML Page Advertisement

I need an Internet Explorer (if possible with Firefox) Toolbar that does the following:

1. Analyzes the Website of the user - meaning, the URL & Contents.

2. Communicates with the Server via a protocol (lets say HTTP GET) & retrives the data.

3. Inject the Code with the Code received. eg. Advertisement.

4. Must not be detected as a Spyware if possible or should be a legit application, eg asks the Users' permission to enable or allow this application.

5. I have an existing IE toolbar to begin with, the selected coder could either modify that code or start from fresh. I would pay more for the work done.

6. Timeline is limitted, should be ready by end of this month. (by 29th October 2006)

7. Documentation & simple tutorial for me on how to change anything & build the application as well as testing.

8. I would prefer for it to work with IE 7 & Firefox as well.

9. Toolbar update program so that the users could get the latest application.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
