Windows Media files license delivery PHP content provider web

developing an online video content website using PHP and need to steamline the license delivery process. Too parts are needed for this project:

1. Use Windows Media Player SDK tools <[url removed, login to view]>

to create media rights delivery goes this way: When a media file is initially played, a small window will appear asking user to input "username" and "password" (also a link for new registration). The window should have a disabled "Play" button and an enabled "Cancell" button. When user click on "Submit", it will check the information through the web with a mySQL user database on a remote webserver. If login info is correct, the "Play" button will become enabled, user click on the "Play" button, it then plays the media file.

2. A simple PHP/mySQL website manage the video database. A list of videos with small images covers (similar to [url removed, login to view]'s books), click on the image goes to a detailed page for the video, such as title, sized, description, etc. Allow user to input comments and rate the video (show 5 stars accordingly). User subscription page allow user to subscribe to the serice through Paypal. A mini user's area where he can view/update password. Each user will have an affiliate link similiar to [www.mysite.com/af=username][1] etc. User will gain credits for referring new subscriptions based on a simple credit placement rule.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
