571004 Fix index page picture on IE

I have two index pages with SINGLE graphics on them. I posted this project before and got some great bids even as low as 10.00 however somehow the project was cancelled in error.

Hopefully I get some of the same programmers to see this.

I would like to work done tomorrow. The function is simple.

There is a single background picture on the web page with text floating on top. As you adjust your browser size, making it smaller, the picture is to adjust in size to match.

Works GREAT in Firefox. However the newer versions of IE do not always show the picture when the page is first loaded. As soon as your mouse arrow goes over the picture, the picture starts to appear.

So... we want it to show up whether you are using a iphone, android phone, IE or Firefox.
