Develop a Pay Per View Movie Website

Hi Guys;
I need a good PHP/MySQL developer to build me a Pay Per View (PPV) website almost similar to www.indemand.com. Almost similar with same color schemes. Below is detail of what I need in terms of FRONT END and BACK END (Admin Panel)
=======================FRONT END================================
1) FRONT END: The front end is going to have 5 MENU ITEMS (HOME, MOVIES, ACTORS, REGISTER/LOGIN, CONTACT).
• HOME PAGE: Our home page is going to have “Featured Movies” similar to [url removed, login to view] Home page – Pictures, Titles, descriptions and video url to be indicated in the admin panel.
• Just Added: You are doing to create a block similar to what is [url removed, login to view] to pull up 5 latest movies from the database
• Top 10 Movies On Demand: You are going to create a block similar to what is [url removed, login to view] to pull up Top 10 Movies which will display Most viewed or highly rated movies for the month.
• AD BLOCKS: You are going to create right side ad blocks similar to what we have on referenced site with possibility to add ad codes directly in admin panel.
• At the top of the page were we have “Bright House,Comcast,COX” etc. you are going to create an AD BLOCK were we can add advertisements directly from admin panel.
• Of course you are going to add a search bar around the menu.
MOVIES PAGE : Movies page is simple, just build us a page similar to [url removed, login to view] . Since users are going to pay to watch the movies, I think it would be fair for them to know how much each part costs before they place their order, don’t you think so?
• In the movies page, we are going to provide “Movies Title, and Price below Title” if movie is Free, Let FREE show up instead of price. All these pulled up as indicated in admin panel.
• We are going to add pop up description as well.
• When users click on a movie to watch for example, it takes to to a page similar to
[url removed, login to view] were they have to option to see picture, descrition, title and option to watch. They must have money in their account to be able to watch of course.
? View video page similar to this [url removed, login to view] with view count and rate + facebook share at the bottom of the video player.
? LEST I FORGET, MOVIES MENU IS GOING TO HAVE CATEGORIES
ACTORS PAGE: Simple, just build us a page similar to [url removed, login to view] . That’s it
REGISTER/LOGIN: You are going to create this section of course
CONTACT US: Simply create us a page similar to [url removed, login to view] with option to pick up user’s IP address in case spammers use it so we can use htaccess to ban such IP.
NOTE: When users create an account, verify Email and Login, they can then Fund their account using Paypal. Available balance should be displayed in the user_account section and each time they watch a movie, the amount drops equivalent to the amount they paid to watch the movie.
All ordered movies stays in the user’s account. After 48Hrs of movie order, video Expires and user cannot watch again unless re-ordered.
I have attached a Notepad Here with Fill details of the admin panel since GAF will not allow me exceed 4000 Characters. Read it carefully befor bidding
