Design Banner for Web Advertisement

To design banners for a client to put the advt on our site.
Attached are their 2 previous logos. One of them needs to be incorporated into the banners.

The new banners need to be of different sizes:
1. To fit the box where on the top right we have Featured Sponsor.
2. To fit the box in the panel advts on the right.
3. 731 X 204
4. 728 X 90
The banners should be GIF or JPG format - but I want them in a bit of animation - like the text changing one line after another, etc (look at the panel advts on the site). So I guess then it needs to be in GIF format.
The basic design will be the same. Layout and sizes will differ.
Is there an easy way to do this (different layer?) so that the prices can be changed easily later? Because air fares keep changing so often.
Here is the text to be used on the banners:

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
