Car VIN API Intregation - PHP JavaScript

I have a car admin, I want somebody to integrate with it.
When admin will add the cars for sale then admin will enter the VIN # and based on the VIN number (I bought the API from a company), it will populate make model year, door and engine.
this is the link and documentation for API. please look before bidding if you cannot do that i will leave you bad feedback. I dont want to waste my time here.
