Front End Website - UI/UX, REST APIs - 10 Major Flows

I have a system which has been developed over months and it seems more like surviving on band-aid solutions. I need to put new UI/UX and new fresh code (scalable, snappier) - - I am looking for this project/site to be done in PHP (preferably Laravel) but I am open for other technologies (MERN?). Website will be self-sufficient with its own local DB and around 10 pages. However, all these pages are supposed to update my server (running on other server/domain) through REST APIs so consider this as a frontend with lovely UI/UX and it will PUSH/PULL information from other server over REST APIs.
Major Pages:
1) Register/ Login as a user
2) My Account - Update my login/password/ other information
3) Manage Product Deals - Create/ Update/ Delete - Uses three REST APIs
4) Manage Discounts/Coupons - Create/Delete/Update - Each uses an API
5) Set-up Rules - Create/ Manage/ Delete
6) Set-up Lease Options - Create/ Manage/ Delete
7) Set-up Loan Options - Create/Manage/ Delete
8) Get Reports ( 3 reports by pulling data from other server)
9) Subscribe to one of the subscription plans
10) Home Page/ Contact Us/ FAQ - etc. static pages
I will provide web copy/ content .. You would do design, graphics work (incl. finding images and creating/finding icons, etc.)
Important thing to know is this will be GUI/ UI/ UX centric website with heavy usage of REST APIs to connect to my other server to push/pull data.
