PHP Codeigniter Based XY Graphic Tool

I'm looking for a developer experienced in Codeigniter framework to create an interactive graphical tool that can be implemented in a browser.
Features:
- The interactive graphic should take the shape of an XY diagram. Users should have the ability to interact with this diagram directly through the browser.
- The user should be able to choose from the tools "0" or "X" to fill in the diagram. The user will do this by simply clicking on the desired XY position.
Design:
- I already have a design ready. The developer would need to bring this design to life within the tool, keeping in line with the intended user journeys I've defined.
Skills:
- Strong knowledge of PHP, particularly within a Codeigniter environment is a must.
- Past experience building interactive graphics would place you at a significant advantage.
- You should also possess strong skills in web design and user experience, in order to ensure the tool is user-friendly and effective.
