Restore my website and fix the WordPress and database *PLEASE READ BEFORE BIDDING*

My website which has been previously hosted and running on Plesk has been down for the past two months. I'm looking for someone who is a server/database and WordPress development expert to restore my website and fix the WordPress website and database.
Background of issue:
My site is [login to view URL] and it has been down for the past two months which has been affecting my business. I was initially on a shared hosting plan with Mango Technologies ([login to view URL], so everyone please avoid this host!) but my hosting expired, I didn't have a full backup and my hosting provider blackmailed me and made me pay an additional $157 USD for a server upgrade to a VPS server, but subsequently, he took my website down and wanted me to pay him more. I filed a dispute against him on PayPal but unfortunately lost the case as I forgot to escalate it by 5th November as I was travelling.
When I was overseas, my wallet was stolen as well and all my credit/debit cards were inside so I am in a bit of financial crisis now. All I have in my Freelancer account balance is just $25 so that's all I can pay you for this project but if you can help me to deliver this project successfully, I will hire you as my full-time developer for the post-maintenance of my website.
