Recognition On Video (People && Hand)

Hello, colleagues!
Our company makes vending food refrigerators. There is a camera installed on top of each fridge. Please see the attached clip.
We need an algorithm that will process a video stream:
1) start video recording when the door is opened and finish when it is closed
2) During this period of time, we need to count how much people were in the frame
2) How many times hand with goods went into the fridge and left it.
For example for given video algorithm will record starting from 1:48 till the end. There were 4 people totally, 2 hands with something went into the fridge, 0 came out.
Firstly Algorithm should work on python 3.5 in the cloud (Google collab or Google cloud). It should not be too slow - at least 5 fps.
Preferable libraries: OpenCV, Tensorflow, Pytorch. Others are possible.
After testing we think about optimization and running script on intel neural compute stick (possibly outside of this project).
Please write a short plan of developing and your price.
