Rest API call to SharePoint from Excel

Hi,
I am trying to generate an anonymous link so that external partners can access a certain file on our SharePoint, and past it back to a VBA Macro (in Excel). I am told, that this can be achieved via Rest API calls, which I am not very literate in.
