Offline learning meteor based app for PCs and smartphones

A Meteor based hybrid app which will allow offline access to a customised content/learning management system which is similar to Schoology (see below). The app will need to be delivered to all the platforms supported by Phonegap.
I need the programmer to do the following:
1. The backend
A) Create a database to store records of images, documents and videos
B) User accounts
C) Video and Photo compression if possible
D) The serve side code will be run on a Windows based server
2. Front end
A) Login page
B) Home page for teachers to post updates and a box for students to reply to them
C) The teacher/admin should be able to create individual pages/courses which only teachers may administer and be able to allow certain students to access the page with limited rights
D) Teachers can create individual files which contain assignments where student can only upload files (images, word & pdf documents and videos) to the assignments. The teachers are able to view the files in the app and mark them.
E) A gradebook for entire classes
F) Video and Photo compression as well if possible to reduce storage on the phone's memory.
G) A simple text-based messaging system
The app needs to work on the mobile phone when there is no wifi access to the server.
There also needs to be an equivalent application or website for PC users which will sync with the Meteor database (the PC users must also be able to user the app/website when they are offline).
Ideally the programmer should be open to making use of available Meteor packages and be fairly experienced in Meteor and website developer.
If this app is successful in the school that I work in then it has the potential to be a viable learning platform to the rest of nation, which being a developing African country has a weak educational environment with many people hungry for knowledge to improve their lives. Further development will be necessary for this.
I am able to work on the design as I have a fair understanding of HTML and CSS.
