Two pages PSD to HTML

I am looking for someone to convert a two pages of PSD to HTML. I have attached a jpg picture of the PSD files. The code should have:
W3C Validation
Cross Browser Compatibility
Clean Code Structure
Mobile compatibility with iPhone/iPad, Android, etc
All links etc should be text links if possible, not images. Everything needs to be editable in HTML. I have a total of 2 pages I would like converted, one main page and 1 sub page based off the same template.
The subpage ([login to view URL]) will need a script to expand/collapse the features list table when clicked. For example, if "control panel features" is clicked, "email features" will collapse and "control panel features" will expand.
I will award this project to whoever I feel has the best price/experience ratio.
