Fill in a Spreadsheet with Data

I have a CSV file of ~900 Contact names and emails, some of which are in the same column. I need the first names, last names, and emails put into separate columns. Some rows have multiple contacts in them, in which case a new row would need to be created. Other rows are duplicates, in which case they should be removed.
I assume that much of this can be automated through regex parsing, perhaps with some python. Doing it completely manually would take around 30 seconds per row * ~900 rows =~9 hours of work maximum. I expect an error rate of no more than 1% (e.g. 9 records of the 900).
In addition, I will explain the project details via Skype. I also need you to sign an agreement not to use the data except for purposes of this project.
