Develop Augmented Reality game (Similar to Pokemon Go!)

We do have an event in Jeddah, we want someone to develop an augmented reality game similar to Pokemon GO!, but we will have several parts around the event hall, if player collected all 9 parts, an assembly is happen and he\she won the game. The game will be available for four days when the event is going only.
10 Players will be playing
Area will be indoor (450m) approximately.
It should work on mobile (IOS AND ANDROID) - We prefer to make it web app rather than mobile based app because it will only be used for 4 days.
