Basic Graphic Design Program

I'm looking for a basic graphic design program.? Here's? the features? I'm looking for:

Save

Print/Print Preview

Cut/Copy/Paste

Undo/Redo

Move Object? Forward/Backward

Add text, basic shapes, clipart and images or photos

Zoom/Rotate/Align

Change Background color or **make transparent**

**Remove background from images or clipart (magic wand)**

Change color/text/lines/fills and Bold, Italic, Underline, Shadows

Image manipulation like cropping

Be able to have **preloaded templates** to search and choose for new projects (I already have these)

Page Setup - margins and dpi (up to 600)

Ability to save as jpeg,png,gif

I can supply icons if needed.? I would like? a user friendly glossy-icon xp/vista style feel.? I'm a very small business so the budget isn't that huge.? Software should be self installing on user's computer.? If that's not in the budget, then possibly a web based version would be much appreciated similiar to this WYSIWYG editor I'm using to type this.

## Deliverables

I'm looking for a fun, whimsical, chic style to the program...almost kid friendly.? Not too complicated as my users will not be that experienced with design programs.
