smartcard payment system

i need a system prototype for smartcard payment. the customer will have an account store in the database, and i will give them a smartcard that have all the information that being store in the database. the info include personal details, account information such as e-money balance, and secure code.

when the customer want to buy sumting from my store, they just need to present the smartcard, and i will slot it into the card reader and verify with the database that they have enough e-money to buy the product. as a verification purpose, customer need to enter the secure code and the system will cross check whether the code is valid or not with the database. one more thing, it also can support multithreading and it can be in any platform(java, php , etc)

it is same like mastercard/visa platform but i dunt want sumting complex like mastercard/visa. just a simple prototype to it can work. dun worry bout the security issue as i want the prototype only, and maybe the security will be enhance on the second phase. please i need it urgently and please message me further to discuss on the project and price.
