iPad app Proof of concept required

App Development - We need you to create an IOS app for a POC. We need an ios app page on which a Client is able to view a video on half the screen and at the same time in the remaining half of the screen he is participating in a test that accompany's the video. He should be able to use the same app page as a scratch paper(annotation feature) to do his calculations. The Client will perform his scratch work using an apple pencil.
