Can you be more specific? You say that the PLCs are in the cloud, am I right in assuming that they already have an Internet connection? Is that a fixed IP? The protocol of the PLCs is an issue too. Depending on what you have, it may call for different solutions with different difficulties and costs. With Fixed IPs almost any SCADA solution is viable and the critical issue would be communication management. With non-fixed IPs, your options may be limited if your PLCs can't work reporting to a fixed node. You need something like MQTT, for example, and a SCADA that can operate as an MQTT broker, like Ignition. Are you looking for design and advice or a turn-key project? I'm bidding with the defaults but you have to understand that it's not possible to evaluate time and cost with a minimal description.
