Blue Collar Job Portal + Advertising

I need a web portal where people looking for blue collar jobs like construction, household etc. It is just a job portal where both potential employees and employers post their expertise/jobs. To post a job should not be as complicated as normal white colar jobs. Workers should have a way of posting photos of their past work. There should be a featere where customers can write reviews on workers and sellers, i.e rating. After a worker is engaged with someone, the person who receives the service should be able to rate and comment on the quality of work done (just like freelancer). Related sellers of items e.g construction materials shoould also be able to post items for sale. It should be possible to chat between service providers and buyers (again, just like freelancer). I would like to engage someone with experience in creating job portals, so proof of previous work is required. The site should also be based on a popular CMS, like wordpress or joomla.
