Build a Website

I am looking for an experienced web designer consultant. Must have resume of experience and websites you have developed. I have developed how I would like my website. It is a website to help people with OCD and Anxiety spectrum disorders.. I have created the content and the design. I am not a programmer or a designer, but 4 of my siblings are but don’t have the time to help me with this project. They will review it at the end, but not until work has been completed. I have a spec sheet that is 16 pages long that is meant to get a company to write up the website and direct them. I tried to break down everything that the programmer would need to do. I would like you to look at this and move it from a non programmer writing it, a more technically savvy document. You will also implement everything below into this document if necessary. I am looking for someone to look at what I have done and help me decide on what would the best language the website should be written in, to see what I have missed, what I could do to maximize the website. I am open for design change as well if needed. I need someone who knows what they are doing, who knows the industry and can get me going in the right path. I also need direction on breaking the website into milestones. Once this project is done, I plan on sending this to a company to create this website for me. So when the company does the work I want to be able to verify the work. I want to make sure they have completed certain milestones first before any payment is given. If you do well on helping out on this project, I am looking to possibly have you become a manager over this website for me. I would hope to hire a team to do the project and then you would go through the work they say they have completed and verify it. This would mean you would have to be available whenever they are delivering the next part. I am going to give the company 30-45 days to complete the entire website. My past experience is that people want to get paid because they feel they are working a lot, but the work doesn’t get completed. I don’t want to pay the programmers unless work is done. I also want it to get completed with in a time frame and within budget.
