Needed Web Designer for UI/UX -- 3

Hey this is long term project. current budget is for only first phase. but later you will be able to continue second phase first phase : i need web page designed following my .pptx and implement minor functions. use this libaray. [login to view URL] using this libaray, make UI . second phase: finish following entire requirements On this module, the user can create a Change Management diagram, with each step being planned for an year. The idea is to use a sankey diagram in order to create links between each year, and the different Change planns that the user is going to implement. The diagram is going to have three modes: Planning, On Process, On execution. Depending on the mode, some functionalities are going to change. On the image attached, you can see that the diagram is within a chart. The chart is only to make some visible guide for the user, so it will be only as background. The sankey diagram is only going to be build within the white space, or in some cases it may allow until yellow bar, but never red. The labels on x-axis and y-axis can be changed by the user. At first, since this project depends on another one that is still in development, the task is to design the UI with some fake data. Things to consider on the Sankey Diagram: -By clicking on the pencil next to the y-axis a Pop Up is shown, where the user can change the name to the axis, and link it to a project (that will be loaded from the database) and then an activity from the project selected. -By clicking on the pencil next to the x-axis a Pop Up is shown, where the user can change the name to the axis, select % of effort and link it to a stakeholders that is bonded to the project previously selected (that will be loaded from the database). The bar color for the data generated are selected by the user on a color picker, but some colors are not going to be allowed because are going to be reserved for some specific situations. The height of the bar depends on the % of effort. I am also attaching a .ppt that has some comments (on Spanish). Those comments have better explanation on some functionalities, but first review this document while I translate the comments to help understand better. If there is other idea, I am happy to know it. This needs to be done with bootstrap, js and PHP 7.
