Build a chrome app to highlight characters that match Unicode ranges

Build a chrome extension that colorizes characters on a web page based on Unicode ranges with user set colors. We will provide a table with the Unicode ranges. Examples: 880-1023=Greek and Coptic, 1024-1279 =Cyrillic. For each range, we need the user to be able to toggle it active/not active and set text and background color. If "active" highlight happens based on colors set for that range, otherwise nothing happens. The only thing to set is the text color and background color. The extension should have a simple on/off switch to turn highlighting on or off. Options in the extension should bring up the interface that edits colors. Allow user to activate/deactivate all at the same time. To summarize: A user navigates to a web page, if there are characters in target Unicode ranges, those characters are highlighted on a web page with the user set colors.
