Need help in FCM push notification deliver automatically

I have developed an android app which will receive GPS location details from the android user. I want to deliver push notification if the speed of the vehicle is greater than the threshold. My existing app was able to receive push notification only when the app was running in the background. I want the notification even when the app is in foreground,. For the automatic delivery of the notification i have written a cloud function which will take the token from the firebase and then deliver it to user. But the cloud function is not working properly. I need the application crashes to be fixed as well if possible. I dont have much budget because i am a student and cant afford to spend much.
