Make data from external API create an account on Moodle

Hi As you can see from my feedbacks I am probably the only moodle expert on the site with more than 10 years moodle experience and a lot moodle related projects already completed. I am a core code contributor and I have a couple of plugins already submitted to moodle plugin list. The external API already exists you just need to enable it and use it in the proper way.
