IPTV Middleware

I am looking for a programmer who can write me the code for a middle ware web server to display compendium type information on smart TV’s (Philips, LG, Samsung, maybe Sony / Panasonic?) in the IPTV environment. You will also have to provide the support for the configuration of the smart TV or the Hospitality TV that is used by the viewer For example we have an application where the TV turns on, reaches out to the server middleware for a list of available multicast IP addresses and also gets sent an on screen menu overlaid over a static image / splash page. User can then use the remote to step thru the simple menu to select more information static images or maybe .mp4 files, or click the Watch TV menu button to watch the desired udp multicast live TV program. you can see an example here : [login to view URL]
