I have gone through the provided images and can produce some basic analysis for you that will not take too long, however I will need you to answer some questions. Is this system to be from a surveillance camera or camera? This is important to the types of data, video stream or single image. A video stream will give significantly better results and also allow for a setup process to assist this detection. If it is from a single image and has to work on an ad hoc basis I would suggest talking about the project requirements a bit more to discuss some alternative actions to assist this process. Lastly reading the measuring tape is going to result in an inaccurate read using OCR, I would suggest a process to set this up and make it more accurate via the operator.

I have done various image processing. I have done captcha solving, face recognition and similar stuff. I can develop this. Will only need few more sample images, a round number 100 should do it. I will write my own code, without use any third party plugins, libraries, anything that would mean any licence. Code will be without any licence, you will get complete source code. I can do it in C# or C, if you don't need GUI just the output log, C would be the fastest solution. I can make a small POC example in few days, before you award me the project.
