Joomla website design + development

This site is for an IT service company. Contents are 95% prepared. Joomla (latest version 3) is currently in place. Need to: 1) Consider value / relevance of elements: Site Search, Call to action, large image on first page, links to facebook/instagram/twitter, news section, affiliations, testimonials etc... work out which things work and add value and which things are irrelevant or just adding clutter. 2) The site needs a clean, attractive, appealing and professional look. The primary goal is to generate interest to attract potential customers to want to contact us. Secondary goal is to attract passionate, smart people to want to work with us. Third goal is informational, sharing to parties wanting to know more about us. 3) I am conscientious of the energy/vibe of the site. It needs to feel great and ooze with quality and gain people's interest. Vibe / quality : being the best IT service and solution company for businesses in Thailand and beyond. 4) Prepare 3-6 visuals (mock-ups) of the home page design/look. Refine look to get to the final home page design. For this step, don't mind to go to 1-3 sources to get different creative input. 5) Implement site design. Add all contents (adjust pictures to fit nicely and look and load right on different device types). Include selecting or finding one or more attractive pictures for the home page. 6) Include a news feed where can provide news updates (about 2-3 times per year). 7) Include contact form and map. 8) Include SEO elements such as meta tags. 9) Register the site with main search engines to be indexed. I'm looking for (1) a professional who is passionate about their work and has experience for creating sharp, attractive and relevant designs, (2) someone who has attention to detail, (3) someone with good communication (i don't want to work through a team but just one person).
