545769 Telephone / VOIP CDR Billing system

The software we want built in PHP and MySQL with a web interface and will provide a full end to end telecom billing solution. Our supplier will provide the calls, rental, new service activation and service ceasing as CSV's, on a daily, weekly and monthly basis. These will be uploaded into the software and it will then process them and create bills for the customer. Each line of the CSV will have a number associated with it. This master number will belong to a customer. Customers will be on different tariffs according to what is sold, so the system needs the ability to work out what customer it belongs to, the tariff they are on and the price it should be sold on. We will be integrating with a 3rd party direct debit provider for automatic billing. The system will then be able to email the customer their bill (itemised) and if the DD payment was successful mark as paid or not. The bill will be a PDF and will include a break down of the calls, organised by number. From the administration side there needs to be a way of creating new customers, services and tariffs as well as a orders section so that we can process new orders for new and existing customers such as a new line installation, new service, service upgrade with the details of it and associated costs. There needs to be a side for keeping track of customer accounts, with account history page, a list of all account activity, reporting with charts about spending, minutes used etc . Most information will be accessible to the customer through a portal that they will be able to log into, download bills, open support tickets etc, see detailed reporting and charts. we want to move quickly on this so the ideal person would have already created a solution like this and in an ideal world could then just modify their existing solution they created for us
