C# Winforms - Add PDF Annotations and to Measurements/ LF/SF/Each - Hourly

All Design is Created, I need someone who is an expert in C# Winforms - Add PDF Annotations and to Measurements/ LF/SF/Ea, and few other PDF Information. the Lineal measurements should have the ability to add line Thickness (pixel size) and color (transparency) should start at 50% with the ability to change it from 0% to 100%. The Square Foot SF) will have the same abilities but will completing shaded in choice of color, and the ability to add Grid Lines.
