Create 3 Flash banners from ready made .psd templates

I'm needing three flash banners, sizes 300x250px, 160x600px & 728x90px. All banners from same series. I have a the respective ready-to-use PSDs for each banner with all images sorted into clean groups to show the respective frames (some frames to be shown one after one). Pretty easy. Would need minimal animation (fade-in's / outs of graphics / texts) to make it look better. Banner needs to be 43KB max to be accepted by ad networks and repeat the animation 1 time before freezing the last frame. Whole animation length in total must not exceed 30 seconds (before freezing at the last frame) to comply with Google. Delivery of .fla or .swi files alongside compiled .swfs required.
