E-commerce and Information Site

I have developed a concept in photoshop for an e-commerce website which I would like to outsource to an intelligent individual who can implement these ideas in an efficient manner. I will need good communication and I am able to help with anything. Website will be about 10 pages but I will be constantly adding more content and need some one who is willing to develop a long-term partnership in both uploading content and potentially willing to service the website. I also need to be shown how to upload items or change content at my discretion assuming I will not be able to get a hold of you at all times. I am willing to cover all expenses as well as your or your companies time . I would like to use html and cs5 as I already know some what how to code my own website in those but I am open to any method.
