Design a proposal format

I own a commercial cleaning company I need to develop a bid proposal-(not the content) but the design of the proposal. I have attached a compeitors to give you an idea what I am looking for-this has the concept I am looking at but not the design i am looking for- Basically a front cover, followed by letterhead, followed by several other types of sheets- Reference: Page #'s-cover sheet. 2, 4, 5, 7, 35 Once i see the design i will add added pages as well I need to be able to add my company's content to pages that follow the same design concept Hopefully this makes sense
