Graphic design

I need some graphic design work done for t shirts. I would prefer something like vector if possible. I am looking at black shirts and white designs. The first shirt would have a skeleton reclining in a chair in a overgrown front yard. He would have a drink in his hand and possible a cigarette in his other hand. There would be a broken down mower with remainder of a six pack on top sitting on it. The yard and the house would be a disaster area. Broken, slanted shutters, overflowing garbage can, a boarded up window. Anything that added to the general lazy attitude of the skeleton would be good. The words under the picture would say deadbeat. All caps in shape of bones. Fairly large. Thanks. I am just starting out in the t shirt business. I am having a hard time getting this done locally. .
