10k unique traffic to my website a month - white hat only

We are looking to hire someone to bring 10,000 unique, targeted hits to our website ([login to view URL]) per month using white hat methods only. It should all comply with googles adsense rules. I'm expecting it to take a couple of months to start working so you will start doing it and come 1 month from now (or sooner if you bring the traffic sooner) I will pay you half of your bidding price. After the job is complete then the other half will be paid. You will send me a spreadsheet of what you have done so I can keep track. Also, with your bid, you will tell me your plan of action to bring the provided traffic to the site. You will not use mass traffic program that stop after a month or whatever. All traffic will be targeted and brought to the website using white hat methods that will continue on after the project is complete.
