Views on youtube.com VEVO channel - MUST BE SAFE & "REAL" - open to bidding

We would like to create a large, long term project to increase views and activity on a [login to view URL] vevo channel. The videos are not on [login to view URL], they are on [login to view URL], but they are vevo videos on a youtube vevo channel. All views must be USA based. Views MUST NOT be mobile based. Views should be high retention. NO BOTS OR PROXIES! Must be safe and "real", with little to no risk of violating Youtube or Vevo terms and conditions. We would ideally like to hire a person who is able to use a referral method, generating views by embedding the video on a vast network of websites. (similar to the method used by companies like [login to view URL]) We would also be willing to utilize pop-ups generated by browser toolbars and add-ons. However, we will be willing to discuss any SAFE and reliable method of generating views and activity. We are welcome to ideas and suggestions. We will require proof of the method you are intending to use. If adequate proof is not provided, the job will not be granted. For example, if the referral method is used, we will need proof and examples of the referral network. No method will be accepted simply on faith. If job is granted, freelancer should also be able to demonstrate the method currently being used so that we may verify its progress and condition. Payment will be based on number of estimated views being provided, at an agreed upon rate. Freelancer must be able to track the views they deliver through their own recording system, which should provide sufficient details as to prove the count legitimate. Simply using the youtube view counter will not be an acceptable method of tracking views delivered. We would like this to be an ongoing job, with payment recurring at constant intervals, for example every week. If job runs smoothly, it will run indefinitely. First milestone will be based on an agreed upon number of views delivered.
