Create an cross platform text annotation Tool

The task would be to create an text annotation tool that runs cross platform, e.g. using Java. The requirement is to keep it simple that it starts on all platforms just after downloaded. It should run locally It contains about the field to read text and to mark text spans. In the part with the labels one or more labels could be selected. Also there is an additional text field in which notes could be entered. The label boxes should be created dynamically according to a config file. I attached an example of a config file. So basically each annotator receives the tool and the config file. The raw text data comes in a table (Json etc.), the annotated data (marked text and corresponding labels) are also saved in a table. The table also contains some metadata like which rows of the input data are already processed. So when the annotator closes the program and opens it again, it starts where he left. Also there is a "layer" function (the dots in the UI). So for the same text input more layers can be created in order to mark and label different parts of the text. These layers should be be stored in different tables in the output file.
