I assume the SQL query is the source of the email address and maybe some destination data (name, address, etc.) I can develop a small application to read the data and read the txt and html source files, then replace the data in the file with data in the registry (example, replace DESTINATION_NAME with the value of the NAME field of the source data) and send it as an email (text and HTML email). I think that will meet your needs and will be useful to change the template in the future.

I have worked on similar project in my previous organization. I wrote SQL Job for this which daily sends Email to Directors of company in HTML format. No Web form or windows application used. Only SQL and Email service required. Looking forward for your reply.
