Build a simple on-line card game

The game is called FoodChain To program the game for PC, Mobile Apps and other platforms It's a card game played with 24 cards I will design the cards the game is similar to Solitaire or Free Cell whereby the 24 cards are dealt randomly into 4 piles of 6 cards, all face up. The player has to sort out the cards back into 4 piles in a certain order The sorting out of the cards needs to follow certain rules. It is not hard to sort out the cards again, If the player manages achieve that, well done but the challenge is to do it in the fastest time possible and with the least amount of card movements. A combination of a clock and card movement counter will give you the score, Very exciting game to play with actual cards so I would like to program it for PC etc
